     First, it's a historical fact - (r)esources change hands over the course of economic growth and development under the leadership of executives. The quality of leadership can reasonably explain the rate of growth in any given country. "The role" of the entrepreneur upon growth was echoed by economist Joseph A. Schumpter. Therefore, the question Congress, Wall Street and Main Street should ask - why should the American taxpayer reward poor performance.

     Second, let's look at Adam Smith's "invisible hand" as it relates to markets. The markets for capital goods and labor welcomes credibility. The root word is credit. There is always demand for credit but, the supply from Wall Street and Congress that is in short order is "credibility."

     Third, it's a fact that economic growth needs the connection between lenders and borrowers to sustain growth. But, the cost should go to those on Wall Street who performed poorly. They should pay the [PRICE] which in this case stands for "Pragmatically Removing Incompetent Chief Executives."

     Fourth, productivity is used as a measure of efficiency. The efficiency of some Wall Street companies and executives can be viewed and measured through low productivity. Congress should use the productivity standard for evaluating and rewarding any group or individual with the taxpayer's treasure.
